The flood is natural. The exposure is architectural. Separating those two is the entire analytical content of this test.

On the case this uses, and the one it does not

This test is built on a documented historical flood, selected so the record is complete and the immediate human emergency is long past. That is a deliberate choice.

Publishing a thesis-illustrating analysis of a disaster where people have just died would be using a catastrophe as content, and it reads as your settlement was badly located addressed to people who have just lost their homes. A historical case is also better evidence, because the outcomes are known. No specific event is named here until the record behind it is sourced.

01–02 — Assumption, and why

Because the event is visible and the architecture is not.

Rainfall is an observable cause with a date. Settlement decisions are invisible, distributed across generations, and have no author. Attribution follows visibility, so the event gets the blame and the arrangement gets none.


03–04 — The two systems

Reconstructed separately, on purpose.

The discipline is to refuse both easy conclusions.

Do not conclude that humans caused the flood. Do not conclude that nature is entirely responsible. Hazard and vulnerability are different quantities and the second one is designed.

The flood is the hazard. The damage is mostly the exposure — and exposure is an architectural decision made long before the rain.

The settlement question

Asked without blame, because the original decision was sound.

Why was the settlement established there? Water, agriculture, transport, trade, employment, land availability and ownership, social relationship, migration — and the environmental conditions as they were then.

Floodplains are settled because they are fertile, flat and connected to water. Given the information available at the time, that is a rational decision, and saying so plainly is both honest and the point of the test. The objective is to recover the original logic, not to find fault with people who are already the ones bearing the cost.

Falsification condition — stated before any result

If outcome severity across multiple events in one basin tracks hazard magnitude rather than exposure growth, the assumption holds and this line of reasoning is wrong. Prediction to be registered before the data is assembled.

06 — Counterarguments

Four, and the last one is the most serious.

    Hazard magnitude may simply dominate

    Above some threshold, architecture stops mattering and the event overwhelms any arrangement.

  2. B

    Relocation has costs risk models ignore

    Livelihood, social network, land rights, identity. A "safer" settlement can be a poorer one, and that trade is rarely counted.

  3. C

    Hindsight bias

    Today's risk map was unavailable then, so the comparison is unfair unless it is carefully framed as what information would have changed.

  4. D

    Adaptation is real and usually invisible to outsiders

    Communities on floodplains often hold sophisticated accommodation strategies that an external risk model scores as failure. This is the counterargument most likely to be right.

Compare what was available historically with terrain models, flood history, satellite imagery, forecasting and simulation today. Then ask the question the whole test exists for: if the original decision-makers had today’s information, could the decision have differed?

If yes, then technology does not merely improve disaster response — it changes the original design problem. That is the same claim this organisation makes about geography and human potential, arriving from a completely different direction, which is why this test is worth having.

10 — Alternative architectures

Four, compared on reversibility as well as cost.

Reversibility matters most and is usually the criterion left out.

A — Protect in place
Existing settlement plus flood defence. Preserves social continuity. Reversible.
B — Risk-aware relocation
Lowers exposure directly, and carries the livelihood and land-rights costs of counterargument B. Largely irreversible.
C — Adaptive settlement
Prediction, adaptive infrastructure, mobility, early warning. Recurring cost and technological dependency. Reversible.
D — Distributed settlement
Multiple safer locations. Infrastructure duplication and possible social fragmentation.

09 — The boundary test

Kept abstract, and detached from any real event.

At what point does technology stop solving the existing problem and start changing the definition of the problem? Autonomous infrastructure, predictive systems and advanced mobility do not make a floodplain safe. They may make location less economically decisive — which is the same claim again, and the actual finding.

Extreme relocation thought experiments are deliberately not attached to any real event on this page. Next to a place where people died, the framing does not survive contact with decency, whatever its analytical merit.

12–14 — Experiment, result, version

Archival, not field work.

For a historical case the experiment is analytical: reconstruct the exposure timeline and test whether outcome severity tracks hazard magnitude or exposure growth across multiple events in one basin. The prediction is registered before the data is assembled.

Why this test exists at all

It is the only test in the portfolio that is not about our own business, which makes it the strongest available evidence that the method generalises rather than rationalising what we already intended to do.
